Reg. (UE) 305/2011

The European standard

Under the European Construction Products Regulation (EU) No. 305/2011—CPR—the 1+ Attestation System requires the manufacturer to issue a declaration of performance for the essential characteristics of the construction product based on the following elements:

A) The manufacturer shall carry out:I) factory production control;II) other tests on samples taken at the manufacturing facility by the manufacturer in accordance with the prescribed test plan;

B) The notified product certification body decides on the issuance, restriction, suspension, or withdrawal of the certificate of constancy of performance for the construction product based on the results of the following assessments and verifications, carried out by the same body:I) an assessment of the performance of the construction product based on tests (including sampling), calculations, values taken from tables, or descriptive product documentation;II) an initial inspection of the production facility and of factory production control;III) continuous surveillance, assessment, and verification of factory production control;IV) control testing of samples taken by the notified product certification body at the production facility or at the manufacturer’s storage facilities.

System 2+ provides that

A) the manufacturer shall:I) define the product-type based on type testing (including sampling), type calculations, values taken from tables, or descriptive product documentation;II) carry out factory production control;III) other tests on samples taken at the factory in accordance with the prescribed test plan;

B) the notified body responsible for certifying factory production control issues the certificate of conformity for factory production control based on the following elements:I) an initial inspection of the manufacturing facility and the factory production control system;II) continuous surveillance, assessment, and verification of the factory production control system.

ANCCP service

ANCCP Certification Agency S.r.l. operates as a Notified Body to the European Union (No. 0302) for the certification of factory production control under the European Construction Products Regulation (EU) No. 305/2011 – CPR.

Specifically, ANCCP Certification Agency is authorized to certify:

  • aggregates
  • asphalt mixtures
  • steel and aluminum metal structures
  • permanent anchorage devices and safety hooks

  • EN 13108-1 “Hot-mix asphalt”
  • EN 13108-2 “Asphalt mixture for very thin layers”
  • EN 13108-3 “Asphalt mixture with very soft bitumen”
  • EN 13108-4 “Nailed asphalt concrete”

Interested parties

Manufacturers of materials or products intended to be permanently incorporated into construction works (buildings and civil engineering works) and that must meet at least one of the following requirements are subject to certification under Regulation (EU) No. 305/2011:
  • mechanical performance and stability
  • fire safety
  • health, safety, and the environment
  • safety in use
  • sound insulation
  • energy efficiency and thermal insulation
  • sustainable use of natural resources
