The European Standard
Under the European Construction Products Regulation (EU) 305/2011 – CPR, the harmonized standard UNI EN 17235:2024 “Permanent Anchoring Devices and Safety Hooks” defines the requirements and methods for assessing the performance of permanent anchoring devices and safety hooks intended for use with fall protection systems.
The standard applies to anchorage devices permanently installed on or within buildings and civil engineering structures, including their fastening systems to the load-bearing structure.
For products falling within the scope of UNI EN 17235:2024, the System for Assessment and Verification of Constancy of Performance (AVCP) is System 1+.
For permanent anchorage devices and safety hooks, Delegated Regulation (EU) 2025/695 identifies mechanical strength—dynamic test and mechanical strength—breaking load test as essential characteristics to be declared. For products that include a safety hook, the essential characteristic relating to mechanical strength—hook base test—is also required.
The standard EN 17235:2024 was included in the list of harmonized standards supporting Regulation (EU) No. 305/2011 by Commission Implementing Decision (EU) 2026/284.
The ANCCP Service
ANCCP Certification Agency S.r.l. operates as a Notified Body to the European Union (No. 0302) under the European Construction Products Regulation (EU) No. 305/2011 – CPR.
Specifically, ANCCP Certification Agency is authorized to certify products under the System 1+ Assessment and Verification of Constancy of Performance (AVCP) system:
– permanent anchoring devices;– safety hooks;in accordance with the harmonized standard UNI EN 17235:2024.
ANCCP’s service includes the certification activities required by the AVCP 1+ System, aimed at assessing and verifying the constancy of performance for products falling within the scope of UNI EN 17235:2024.
Interested Parties
Manufacturers of permanent anchorage devices and safety hooks intended for permanent installation on or within buildings and civil engineering structures, and intended for use in fall protection systems, are subject to certification in accordance with Regulation (EU) No. 305/2011 and UNI EN 17235:2024.
In particular, this applies to manufacturers of:
- permanent anchorage devices;
- safety hooks;
- anchor kits with a single anchor device (Kit A);
- anchor kits including a safety hook (Kit B);
- anchor kits including a horizontal anchor line consisting of a cable (Kit C);
- anchor kits including a horizontal anchor line consisting of a rail (Kit D).
